Sabana Centro entre las 6 de las Direcciones Regionales que más emiten contaminantes al aire
Según la Dirección de Evaluación Seguimiento y Control Ambiental –DESCA de la CAR, Sabana Centro es la dirección regional que más genera contaminación pues se registran al año 4.375 toneladas de material particulado como resultado de las actividades industriales. Le sigue el Municipio de Soacha, donde se destacan la fundición de metales, la fabricación de arcilla y autopartes, generando 2.648 toneladas de material particulado al año.
En tercer lugar, está Sabana Occidente con 803 toneladas por año de material particulado gracias a actividades de molineras, fabricación de aceite, grasas vegetales y animales, vidrio, entre otras. Ubaté se encuentra en el cuarto puesto pues tiene la mayor cantidad de carboneras y producción de coque que generan 156 toneladas de material particulado cada año. Y en quinto lugar está Alto Magdalena que genera 100 toneladas de material particulado cada año, principalmente por la fundición de hierro y acero. Finalmente, Chiquinquirá que, con las ladrilleras y la producción de cerámica, produce 95 toneladas de material particulado cada año.
Respecto a las emisiones de mercurio, Sabana Centro es la regional que más aporta contaminación al aire pues genera el 92% del total de la jurisdicción con 12,65 toneladas de mercurio al año. Cabe destacar que, con base en la normatividad vigente (ley 1658 de 2013), se espera que para 2023 las industrias ya no usen este material para sus actividades.
Los municipios con mayor aporte de emisiones por fuentes móviles, principalmente de monóxido de carbono son Zipaquirá y Soacha, al tener las vías de mayor tráfico vehicular.
¿Qué hace la CAR?
“La Corporación hace seguimiento a 83 industrias con permisos de emisiones vigentes, a 33 trámites sancionatorios, a 64 procesos de trámite de emisiones y a 155 empresas que, si bien no requieren de permiso, si deben cumplir con los parámetros de emisiones atmosféricas”, explicó Carlos Bello director de DESCA-CAR.
De este modo, las empresas que adquieren el permiso de emisiones entran a un proceso de seguimiento y control ambiental en el que el equipo de técnicos CAR evalúa el cumplimiento de las obligaciones pactadas allí.
El permiso podrá ser suspendido o revocado cuando el titular del mismo haya incumplido cualquiera de los términos, condiciones, obligaciones y/o exigencias pactadas en el trámite. Además, cuando, por razones ambientales de especial gravedad o por una amenaza grave a la salud humana o al medio ambiente, sea imposible permitir que continúe la actividad. Según esto, las obligaciones indican que las industrias no deben sobre pasar los límites de emisiones permisibles establecidos por la normatividad vigente (Resolución 909 de 2008) la cual es dependiente de cada actividad.
Las empresas que no cumplen con las exigencias, entran a un proceso jurídico que podría derivar en sanciones para la actividad industrial.
