Prevención en Soacha por calidad del aire

Se recomienda evitar actividad física prolongada y en los espacio libres en Soacha Cundinamarca por la declaración a nivel de prevención por calidad del aire.

Declarado nivel prevención en Soacha por calidad del aire en las estaciones ubicadas en el municipio, es posible evidenciar que los valores promedio (medias móviles) por concentración del contaminante atmosférico PM2.5 durante más del 75% del tiempo en las últimas 48 horas se encuentran dentro del rango establecido en dicha resolución, razón por la cual se cumplen los criterios para la declaratoria del nivel de Prevención. 

La estación Uniminuto – Soacha y la Estación Colegio Mayor de Soacha – Soacha, muestran niveles elevados de concentración de PM2.5, que de acuerdo con las normas nacionales y disposiciones internacionales, es considerado un contaminante de alto impacto en la salud. Se evidencian procesos de transporte regional de contaminantes que han contribuido al incremento en los niveles de concentración de pm2.5 en el municipio.

Los reportes a nivel regional indican que en lo corrido del mes de febrero se han presentado en el Territorio CAR incendios forestales los cuales han afectado más de 70 ha de bosques y pastizales y además se evidencia un fuerte componente de vientos provenientes del oriente, lo que indica posible influencia de algunos incendios presentados en los últimos días en los llanos orientales y Venezolanos, sumado al impacto de las emisiones locales, además desde el inicio de semana (3 de febrero) se han venido presentando fuertes inversiones en superficie, con gradientes de hasta 2°C y 3°C, situación que ha influenciado en la acumulación y el aumentado de PM2.5 en la zona de estudio, además durante los últimos tres días se han presentado excedencia de los niveles máximos permisibles establecidos en la Resolución 2254 de 2017. Esto conllevó a que el análisis de datos y medias móviles de 24 horas señalan un índice de calidad del aire categorizado como “Dañino a la salud de grupos sensibles” de acuerdo con la descripción general del Índice de Calidad del Aire – ICA establecido en la Resolución 2254 de 2017.

Por lo anterior se sugiere declarar el nivel de prevención por contaminación atmosférica en el casco urbano del municipio de Soacha, además se sugiere informar a la ciudadanía y al municipio para la adopción de las medidas correspondientes y adoptar las siguientes medidas voluntarias:

• Se recomienda evitar actividad física prolongada y al aire libre, para población clasificada como grupos sensibles en especial niños, adultos mayores, mujeres embarazadas y personas con enfermedad cardiaca o pulmonar.

• Hacer uso racional del transporte en vehículo particular.

• Utilizar transporte público en vez de carro particular.

• Apagar los vehículos de carga y que operen con Diesel mientras se encuentran en espera.

• Optar por el tele-trabajo y postergar las actividades fuera de la casa de ser posible.
 
Y como medidas restrictivas
 
• Restricción de operación de las fuentes fijas ubicadas en establecimientos industriales que operen con combustibles sólidos (carbón, madera, biomasa, etc.), de 8 pm del viernes hasta las 8 am del lunes, localizadas dentro del área urbana del municipio de Soacha.

• Se recomienda implementar medidas que disminuyan la circulación del parque automotor de carga en horas críticas de contaminación y de baja ventilación atmosférica, de 4:00 am a 9:59 am y de 5:00 pm a 9:59 pm, únicamente en el casco urbano del municipio de Soacha.

• Medidas que promuevan el uso de transporte público y carro compartido.
 
c)‹Intensificar los operativos a fuentes móviles en vías, con especial atención a los vehículos que operan en ciclo diésel en los corredores viales del casco urbano del municipio de Soacha.

d)‹De acuerdo con el artículo 2.2.5.1.9.1 del Decreto 1076 de 2015 para el nivel de Prevención:

• Se restringe la operación de incineradores.
• Se restringe todo tipo de quema controlada.
Lo anterior aplica en el caso de que las fuentes de contaminación anteriormente mencionadas se encuentren dentro del casco urbano del municipio de Soacha.
e)‹Fortalecer los operativos de seguimiento y control a fuentes fijas de emisión dentro del casco urbano del municipio de Soacha.
f)‹Recomendar a la administración municipal disminuir la circulación de vehículos de carga dentro del casco urbano municipal, de 4:00 am a 9:59 am y de 5:00 pm a 9:59 pm, sin embargo no se podrá limitar la operación de ambulancias o vehículos destinados al transporte de enfermos, vehículos de atención de incendios y vehículos de atención del orden público.

Es de anotar que, acogiendo los lineamientos establecidos en la Resolución 2254 de 2017 del Ministerio de Ambiente, la CAR realiza el seguimiento de la calidad del aire en su jurisdicción, a partir de la información y datos reportados por su sistema de Vigilancia de la Calidad del Aire – SVCA.
