“Incrementaremos en un 92% el presupuesto para las víctimas”: Jorge Rey
Un incremento del 92% del presupuesto para las víctimas del conflicto armado en Cundinamarca en 2018 fue anunciado por el gobernador de Cundinamarca, Jorge Rey, en el marco del segundo Comité Territorial de Justicia Transicional, y con el cual se busca ampliar y fortalecer las acciones encaminadas a la asistencia, atención y reparación integral a la población víctima del conflicto.
“Aumentaremos en un 92% el presupuesto para las víctimas, evidenciando una vez más nuestro compromiso con esta población vulnerable y con las acciones enfocadas al posconflicto”, aseguró Rey.
En cumplimiento de la política pública de víctimas, el departamento ha desarrollado estrategias para garantizar el acceso a la educación superior, la destinación de recursos específicos para el municipio de Topaipí y la entrega del Centro Regional de Atención a Víctimas en Viotá.
Este Comité Territorial fue el espacio para el abordaje de diferentes temas, entre ellos los relacionados con el cumplimiento del Plan de Acción Territorial (PAT), que benefició a 179.471 personas víctimas del conflicto armado interno, que según la Red Nacional de Información (RNI) residen en Cundinamarca.
Hechos concretos por las víctimas
Reparación Integral: en la vigencia 2017 se suscribieron convenios interadministrativos para promover la generación de ingresos y el fortalecer y estabilización de la economía familiar; así como la creación de un banco de iniciativas juveniles en diferentes tipos de emprendimiento y la puesta en marcha de proyectos productivos en varias líneas.
Restitución de Tierras: Se han emitido 82 sentencias, de las cuales 62 le fueron notificadas al departamento. A través de las secretarías Jurídica y de Gobierno se articularon acciones para conformar el subcomité de tierras, en el cual se establecen los lineamientos para garantizar el cumplimiento de los fallos.
Asistencia y Atención: Cerca de 1.000 ayudas humanitarias han sido entregadas en el marco de la transicionalidad y se garantizó el funcionamiento de los Comités Municipales de Justicia Transicional. También se han realizado jornadas para la reconstrucción del tejido social y oferta institucional en los territorios.
Sistemas de Información: Cundinamarca es departamento líder en la implementación de la estrategia de caracterización de la población. A la fecha solo tres municipios de los 116 territorios del departamento están pendientes de la medición del goce efectivo de derechos.
