Histórico: ¡La primera Región Metropolitana del país es una realidad!
Los representantes a la Cámara por Bogotá y por Cundinamarca, en compañía de la alcaldesa Claudia López, el gobernador de Cundinamarca, Nicolás García, y el ministro del Interior, Daniel Palacios, radicaron en la Secretaría General de la Cámara de Representantes el proyecto de ley orgánica que reglamentará Región Metropolitana Bogotá-Cundinamarca, RMBC. Este es un hecho histórico en el país, ya que es la primera vez que se crea una Región Metropolitana en el país.
Al respecto, el Gobernador Nicolás García expresó, “este día es histórico que nos llena de muchísima alegría porque en estos tiempos difíciles y tan convulsionados estamos dando ejemplo de acuerdos, en medio de diferencias. Nuestra región es una región de trabajo mancomunado que ha contado con el apoyo de cundinamarqueses, de bogotanos pero también de senadores y representantes a la Cámara de todo el país que nos ayudaron con el Acto Legislativo y que estoy seguro nos van a ayudar también con el proyecto de ley orgánica que hoy radicamos”.
Por su parte, la Alcaldesa de Bogotá, Claudia López, señaló “hoy hacemos un sueño de Bogotá y Cundinamarca realidad. Tanto la capital como el departamento producimos uno de cada tres pesos del Producto Interno Bruto del país, generamos el 50% del ingreso que recauda el Gobierno Nacional. Imagínense ustedes lo que vamos a lograr trabajando juntos como equipo, como iguales. Quiero agradecerle al Gobernador de Cundinamarca su solidaridad, su construcción de confianza y habernos permitido desde la Alcaldía mayor de Bogotá construir esa confianza. Hoy Bogotá se reconoce como un par con los amigos de Cundinamarca para construir la mejor Región Metropolitana de Colombia, la primera, pero ojalá no sea la única”.
El proyecto de ley plantea que la RMBC estará conformada por la totalidad del territorio del Distrito Capital y los municipios de Cundinamarca que se asocien. La sede de la entidad será definida por el Consejo Regional.
Los municipios de Cundinamarca podrán asociarse a la Región Metropolitana cuando compartan dinámicas territoriales, ambientales, sociales o económicas, para una, algunas o todas las áreas temáticas, previa autorización del respectivo concejo municipal, manteniendo su autonomía territorial, sin quedar incorporados al Distrito Capital.
La RMBC tendrá como finalidad garantizar la formulación y ejecución de políticas públicas, planes, programas y proyectos de desarrollo sostenible, así como la prestación oportuna y eficiente de los servicios a su cargo, promoviendo el desarrollo armónico, la equidad, el cierre de brechas entre los territorios y la ejecución de obras de interés regional.
Los 9 principios que regirán su funcionamiento son: Autonomía regional; sostenibilidad; convergencia socioeconómica; pluralidad; identidad regional; gradualidad; economía y buen gobierno; especialidad; y participación.
La creación de la RMBC beneficiará a millones ciudadanos en distintas áreas temáticas, ya que el proyecto de ley plantea que la Región aborde de manera prioritaria temas que corresponden a aspectos que han requerido durante décadas una gestión coordinada entre Bogotá, Cundinamarca y los municipios, y que son vitales para el desarrollo y fortalecimiento de la región.
Las competencias por áreas temáticas que tendrá son: movilidad, servicios públicos domiciliarios, desarrollo económico, seguridad, convivencia y justicia; seguridad alimentaria y comercialización; ordenamiento territorial y hábitat y medio ambiente.
En movilidad, la Región ejercerá como autoridad única de transporte a través de la Agencia Regional de Transporte para tener un transporte integrado y sostenible, que conecte el sistema férreo con el sistema de transporte de la capital, con tarifas más equitativas y menores tiempos de viaje.
Así mismo, en seguridad ciudadana, contará con un Plan integral de Seguridad, Convivencia y Justicia regional y ejecutará operativos conjuntos para reducir los delitos, promover la convivencia y ampliar el acceso a la justicia.
En cuanto a seguridad alimentaria y comercialización, se busca que liderar el desarrollo agropecuario, articular la oferta y la demanda de alimentos y gestionar la construcción y adecuación de equipamientos regionales para el acopio, almacenamiento, comercialización mayorista y procesamiento de alimentos.
Con respecto a servicios públicos domiciliarios y TIC, la RMBC coordinará la prestación en condiciones de calidad, mayor cobertura, economía y eficiencia, y promoverá la planeación y gestión integral del recurso hídrico y el aprovechamiento de los residuos.
Por otra parte, en materia de desarrollo económico, la Región impulsará las vocaciones productivas y potenciará la competitividad de las cadenas productivas, con énfasis especial en el turismo, para generar mayores oportunidades de empleo e ingresos para los habitantes.
En el área ambiental, diseñará y ejecutará proyectos ambientales que contribuyan a consolidar la Estructura Ecológica Regional y articulará la formulación y ejecución de planes de gestión ambiental.
En ordenamiento territorial y hábitat se definirá un modelo regional que contenga las políticas y estrategias para la protección de los ecosistemas estratégicos, la preservación de las áreas agrícolas y el desarrollo armónico, con la definición de proyectos regionales estratégicos. La RMBC hecha con participación ciudadana
Cabe anotar que la Gobernación de Cundinamarca y la Alcaldía de Bogotá adelantaron en el último año cerca de 70 espacios de participación en los que se recibieron más de 6.000 propuestas para la construcción del articulado del proyecto de la Ley Orgánica.
Dichos espacios continuarán en paralelo a la discusión del proyecto de ley en el Congreso. Se realizarán en total 25 encuentros, ocho de ellos sobre los temas que plantea el proyecto de ley, otros ocho serán talleres por grupos de provincias de Cundinamarca y los nueve restantes se realizarán con grupos de localidades en Bogotá. Los interesados en participar pueden consultar el cronograma e inscribirse en www.regionmetropolitana.com.
